A representative from "The fourth floor" (dun dun dunnn) brownnoses himself to go down to earth to try to talk some sense into people to be more safe, look both ways, watch out for frayed ropes etc. When the bloke he talks to just doesn't get it, he convinces the tribunal to bring the bloke up, and the guy sees the different departments of the fourth floor.. "Not Looking Both Ways" "Laziness" "Frayed Ropes" etc. Then the representative and the guy go to "one of the safest places in America". Well, gee, since this is a Jam Handy film, guess where that place is? This film is pretty good, a tad long, but interesting concept and execution.
